About the Project

The proposed renovation of the Lemoyne Transfer Center represents a strategic investment in both mobility and equity for the West Shore.

From a service planning perspective, this location has strong potential to function as a true West Shore hub. With appropriate realignment, this facility could anchor multiple off-shoot travel patterns, allowing riders to transfer locally rather than traveling all the way to the East Shore to complete a trip. That reduces travel time, improves operational efficiency, and strengthens connectivity between the West and East Shores over the long term.

Today, however, the site is significantly underutilized. It is only served by Route M on select trips, largely because the existing infrastructure cannot accommodate more than two vehicles at a time. The physical constraints of the current layout limit our ability to leverage it as a multimodal hub. Renovation removes that barrier and unlocks its network value.

Construction impacts will be temporary and localized.

In fact, the operational impacts are entirely beneficial.

The renovation will replace the existing sidewalks in need of repair and add sidewalks where needed to improve pedestrian flow, as well as improve ADA access, enhanced lighting for visibility and safety, real-time bus schedule monitors to improve rider communication, and expanded security features including video cameras and an emergency call station. These improvements directly address safety, accessibility, and reliability for transit-dependent populations.

This is not an expansion project. It is a modernization effort to rehabilitate aging infrastructure while maintaining the existing footprint

In short, renovating the Lemoyne Transfer Center allows us to:
• Activate a strategically located West Shore hub,
• Improve cross-shore connectivity,
• Enhance rider safety and accessibility, and
• Invest equitably in a community with demonstrated transit dependency.
