To provide our services, we rely on a broad range of businesses and contractors who work with us through the procurement process. The goods and services we purchase, ranging from office supplies to buses, are crucial to providing safe, reliable and economical transportation for our customers.

Statewide Bus Procurement

Notice is hereby given that the Susquehanna Regional Transportation Authority (SRTA) as the lead agency for a statewide consortium is requesting proposals for: “30, 35, and 40-foot Heavy Duty CNG, Diesel, and Hybrid Transit Vehicles”.

All proposals must be submitted in accordance with requirements set forth in the RFP, and must be received in SRTA offices by Wednesday, December 17, 2025,  or will not be considered for award and not opened.  Misdirected submittals will not be accepted.

 

All questions and clarifications regarding this RFP should be addressed to SRTA and must be received, in writing, by Wednesday, November 19, 2025 by 5:00 pm.  All questions and clarifications postmarked after this time will be returned unopened.  SRTA will respond in writing by  December 3, 2025.

 

All bids and contracts are subject to all applicable state and federal laws and to a financial assistance contract between the Susquehanna Regional Transportation Authority, the U.S. Department of Transportation Federal Transit Administration and the Pennsylvania Department of Transportation.

 

Contractors will be required to comply with all applicable Buy America, Non-Discrimination, Non-Collusion, Lobbying, Debarment and Contractor Integrity laws and regulations.  Proposers must certify that they are not on the Comptroller General’s list of ineligible contractors.

 

SRTA hereby notifies all proposers that in regard to any contract entered into pursuant to this RFP advertisement or solicitation, disadvantaged business enterprises (DBE’s) will be afforded full opportunity to submit proposals in response and will not be subjected to discrimination on the basis of race, color, sex or national origin in consideration for an award.

 

SRTA reserves the right to postpone, accept or reject any and all proposals in whole or in part and to waive any informality in the RFP process as SRTA deems in its own best interest.  The Proposals shall be valid for ninety (90) days from the date of submittal.


 

 

PennTEST

The Susquehanna Regional Transportation Authority (SRTA), dba rabbittransit is soliciting proposals, on behalf of a group of public and private transit operators in the Commonwealth of Pennsylvania, hereinafter identified as the ‘PennTEST’ Consortium, for administrative and medical services. These services are for the purpose of continuing to carry out the requirements of the Federal Transit Administration’s Drug and Alcohol Testing Requirements under 49 CFR Part 40, 49 CFR Part 655 and the Drug Free Workplace Act. A detailed Request for Proposals is available upon request.

In general, the following services are being solicited: HHS-Certified Laboratory Specimen Analysis (Primary and Backup) and Laboratory Quality Control; Medical Review Officer (MRO) Services; Federal Report Preparation; Recordkeeping; Random Testing Pool – Selection and Management; Substance Abuse Professional Services (SAP); Preparation of Guidance Documentation for Consortium Members in the Selection of Local Resources such as Collection Sites, BAT Technicians, etc.; Review of Individual Member Policies for Compliance with prevailing Regulations; Training for member organizations as may be deemed necessary by the consortium.  SRTA/rabbittransit serves and maintains locations in Adams, Columbia, Cumberland, Dauphin, Franklin, Harrisburg City, Montour, Northumberland, Perry, Snyder, Union and York Counties.

All proposals and contracts are subject to all applicable Commonwealth and Federal laws and to a financial assistance contract between the Federal Transit Administration (FTA) and the Pennsylvania Department of Transportation (PennDOT).

All costs incurred by Proposers in the development of their proposals in responding to this RFP are the sole responsibility of the Proposers.  No such costs will be reimbursed by the Agency.  Furthermore, Proposers must not include such costs as part of their cost proposals to perform any work described in this RFP.
