The goods and services we purchase, ranging from office supplies to buses, are crucial to providing safe, reliable and economical transportation for our customers.

20260624 – Enterprise Phone Replacement

The Susquehanna Regional Transportation Authority (SRTA), dba rabbittransit is requesting Proposals for the services described as follows. The Authority will receive proposals for all labor, supervision, project management, hardware, software, licensing, implementation, configuration, testing, training, support, and related services necessary to replace SRTA’s existing Cisco Unified Communications Manager platform and associated administrative desk phones. The NICE CXone Customer Service call center platform is outside the scope of this solicitation and must remain operational and unaffected throughout implementation. Proposers are invited to submit responses describing your firm’s capabilities believed to satisfy SRTA’s specialized needs described within this Solicitation. The Susquehanna Regional Transportation Authority (SRTA), dba rabbittransit is issuing an Invitation for Bids (IFB) for the services described as follows. The Authority will receive Bids from qualified firms for the supply, delivery, installation of concrete planters, river rock relocation, and the removal and proper disposal of landscape mulch. All materials and work shall be congruent with the Specifications section of this Invitation for Bids (IFB). Please review the complete Solicitation to determine if your products and services are suitable. SRTA/rabbittransit provides transit service and maintains facilities throughout Adams, Columbia, Cumberland, Dauphin, Franklin, Montour, Northumberland, Perry, Snyder, Union, and York Counties, as well as the City of Harrisburg. This solicitation and the resulting Contract apply to work performed in York County.

REQUEST FOR PROPOSALS

SALE OF EXTERIOR AND INTERIOR BUS ADVERTISING AND BUS SHELTER ADVERTISING

The South Central Transit Authority (SCTA) on behalf of itself and Susquehanna Regional Transportation Authority (SRTA), Lebanon Transit (LT) and Luzerne County Transportation Authority (LCTA) are seeking proposals from qualified advertising firms to act as a representative for each Authority for the sale of exterior and interior advertising space on its buses and shared ride vehicles for each of the Authority’s service areas. SCTA and SRTA are also seeking proposals for the sale of advertising space on bus shelters. Hereinafter a reference to “Authority” refers to the above-listed transit authorities.

Request for Proposals will be received electronically via Penn Bid at https://pennbid.bonfirehub.com/ until 2:00 p.m. prevailing time, Thursday, November 5, 2026.

All proposals and agreements are subject to all applicable state and federal laws and to a financial assistance contract between the Authority’s and the U.S. Department of Transportation Federal Transit Administration and the Pennsylvania Department of Transportation.

Contractors and subcontractors will be required to comply with all applicable Non-Discrimination, Non-Collusion, Contractor Integrity, Lobbying and Debarment laws and regulations and to certify they are not on the Comptroller General’s list of ineligible contractors.

Disadvantaged business enterprise participation is encouraged. DBE’s shall be afforded full consideration of their response and will not be subject to discrimination. However, a DBE goal has not been established for this Contract.

SCTA on behalf of SRTA, LT and LCTA reserves the right to postpone, to accept or reject any and all proposals, in whole or in part, or to waive informalities as it deems to be in its best interest.

20260910 – Intercity Bus Operators RFP

The Susquehanna Regional Transportation Authority (SRTA), dba rabbittransit, in consultation with the Pennsylvania Department of Transportation (PennDOT), Bureau of Public Transportation (BPT), is issuing a Request for Proposals (RFP) from qualified intercity bus service providers for the operation of intercity bus services under Pennsylvania’s Intercity Bus Program.

The Pennsylvania Intercity Bus Program provides funding for regularly scheduled intercity bus service connecting rural and small urban communities with larger population centers and the regional and national intercity bus network. Services provided under this procurement shall comply with applicable Federal Transit Administration (FTA) Section 5311(f) requirements and the requirements established in the RFP.

SRTA has identified multiple intercity bus corridors throughout the Commonwealth for potential funding under this procurement. The Harrisburg-Reading-Philadelphia corridor represents an expansion of the Pennsylvania Intercity Bus Program and is a required service corridor under this procurement. Proposers may submit proposals for eligible services as provided in the RFP.

The total program allocation available for services under this solicitation is $5,950,000 for the 2027-2028 contract period. This amount represents the maximum funding available through this procurement and does not constitute a guarantee that the full amount will be awarded or expended.

Proposed services shall provide meaningful connections with the regional and national intercity bus network and shall meet the service, accessibility, fleet, reporting, performance, and other requirements contained in the RFP.

All Proposals and resulting contracts are subject to applicable Commonwealth and Federal laws and requirements and to the applicable financial assistance arrangements between the Federal Transit Administration (FTA), PennDOT, and SRTA.

All costs incurred by Proposers in developing responses to this RFP are the sole responsibility of the Proposing firms. No such costs will be reimbursed by SRTA and shall not be included as reimbursable costs under any resulting Contract.
