rabbittransit operates mobility services in Adams, Columbia, Cumberland, Dauphin, Franklin, Harrisburg City, Montour, Northumberland, Perry, Snyder, Union, and York counties in Pennsylvania. To provide our services, we rely on a broad range of businesses and contractors who work with us through the procurement process. The goods and services we purchase, ranging from office supplies to buses, are crucial to providing safe, reliable and economical transportation for our customers.
rabbittransit is committed to providing a full and open competitive environment for procurement opportunities in conformance with local, state and federal regulations. rabbittransit solicitations are issued as Request for Proposals (RFP), Invitations for Bids (IFB) or Request for Quotations (RFQ), depending on the type of goods or services.
Guidelines and procedures for all procurements are contained in the bid documents at the time of solicitation. rabbittransit encourages small businesses owned by minorities and women to pursue contracts to compete for rabbittransit’s business.

Zarfoss Door Additions
The Susquehanna Regional Transportation Authority (rabbittransit), dba rabbittransit is requesting Quotes for the services described as follows. The Authority will receive Quotes related to costs necessary for the addition of one (1) interior wooden doorway with appropriate framing, one (1) interior storefront, one exterior, steel door, an air curtain within a vestibule, and a transom added to a vestibule at the Zarfoss building, York, PA. The organization serves and maintains locations in Adams, Columbia, Cumberland, Dauphin, Franklin, Harrisburg City, Montour, Northumberland, Perry, Snyder, Union and York Counties. This solicitation involves the York location only.
All quotes and contracts are subject to all applicable Commonwealth and Federal laws and to a financial assistance contract between the Federal Transit Administration (FTA), the Pennsylvania Department of Transportation (PennDOT) and the rabbittransit.
All costs incurred by those who wish to submit quotes in the development of their quotes in responding to this RFQ are the sole responsibility of those submitting quotes. No such costs will be reimbursed by rabbittransit. Furthermore, those who submit quotes must not include such costs as part of their costs to perform any work described in this RFQ.

rabbittransit hereby notifies all Quoting Firms that in regard to any contract entered into pursuant to this RFQ advertisement or solicitation, disadvantaged business enterprises (DBE’s) will be afforded full opportunity to submit quotes in response and will not be subjected to discrimination on the basis of race, color, sex or national origin in consideration for an award. The Authority reserves the right to postpone, accept or reject any and all quotes and to waive any informality in the RFQ process as the Authorities deem in any of its own best interest. Quotes received after the specified closing time will be considered late quotes and will not be evaluated for award. Misdirected submittals will not be accepted.
PennTEST
The Susquehanna Regional Transportation Authority (SRTA), dba rabbittransit is soliciting proposals, on behalf of a group of public and private transit operators in the Commonwealth of Pennsylvania, hereinafter identified as the ‘PennTEST’ Consortium, for administrative and medical services. These services are for the purpose of continuing to carry out the requirements of the Federal Transit Administration’s Drug and Alcohol Testing Requirements under 49 CFR Part 40, 49 CFR Part 655 and the Drug Free Workplace Act. A detailed Request for Proposals is available upon request.
In general, the following services are being solicited: HHS-Certified Laboratory Specimen Analysis (Primary and Backup) and Laboratory Quality Control; Medical Review Officer (MRO) Services; Federal Report Preparation; Recordkeeping; Random Testing Pool – Selection and Management; Substance Abuse Professional Services (SAP); Preparation of Guidance Documentation for Consortium Members in the Selection of Local Resources such as Collection Sites, BAT Technicians, etc.; Review of Individual Member Policies for Compliance with prevailing Regulations; Training for member organizations as may be deemed necessary by the Consortium. SRTA/rabbittransit serves and maintains locations in Adams, Columbia, Cumberland, Dauphin, Franklin, Harrisburg City, Montour, Northumberland, Perry, Snyder, Union and York Counties.
