rabbittransit operates mobility services in Adams, Columbia, Cumberland, Dauphin, Franklin, Harrisburg City, Montour, Northumberland, Perry, Snyder, Union, and York counties in Pennsylvania. To provide our services, we rely on a broad range of businesses and contractors who work with us through the procurement process. The goods and services we purchase, ranging from office supplies to buses, are crucial to providing safe, reliable and economical transportation for our customers.
rabbittransit is committed to providing a full and open competitive environment for procurement opportunities in conformance with local, state and federal regulations. rabbittransit solicitations are issued as Request for Proposals (RFP), Invitations for Bids (IFB) or Request for Quotations (RFQ), depending on the type of goods or services.
Guidelines and procedures for all procurements are contained in the bid documents at the time of solicitation. rabbittransit encourages small businesses owned by minorities and women to pursue contracts to compete for rabbittransit’s business.

Parks Maintenance Facility
Notice is hereby given, Susquehanna Regional Transportation Authority | SRTA located in Harrisburg, PA, is soliciting bids for the proposed construction work for a new SRTA City of Harrisburg Parks Maintenance Facility located at 901 N. Cameron St., Harrisburg, PA 17101.
Bidding documents are available at no cost via the PennBid Program (https://pennbid.bonfirehub.com).
Bid packages will be received for the following contracts:
Contract SRTA PA 2025-2.1GC – General Construction
Contract SRTA PA 2025-1.2MC – Mechanical Construction
Contract SRTA PA 2025-1.3EC – Electrical Construction
Contract SRTA PA 2025-1.4PC – Plumbing Construction
The deadline for bid submissions is 2:00PM (EST) on November 05, 2025. All bids will be submitted electronically (https://pennbid.bonfirehub.com). A NON-MANDATORY PRE-BID meeting will be held virtually via Microsoft Teams on October 20 ,2025, at 11:00AM (EST). Prospective bidders are strongly encouraged to attend and can find the pre-bid conference information on PennBid in the Important Events area. No Disadvantaged Business Enterprise (DBE) goals has been established for any of the above-noted bid packages, however Susquehanna Regional Transportation Authority | SRTA encourages the use of small businesses in all contracts. Federal Prevailing Davis Bacon Wage Rates are required for this project.
SRTA reserves the right to reject any or all bids.
Notice is hereby given that Susquehanna Regional Transportation Authority | SRTA, will receive bids electronically, ONLY. Bids shall be submitted online via the PennBid Program (https://pennbid.bonfirehub.com) by the date and time indicated in the Invitation for Bids along with the Bid security and the other documents required to be submitted as identified herein for bidding the SRTA City of Harrisburg Parks Maintenance Facility as described within the Contract Documents. The bid package must be received no later than 2:00 PM EST on November 05, 2025. Any bids received after that time will be considered non-responsive.
The Bidder’s attention is directed to the fact that all applicable Federal and State laws, municipal ordinances and codes, and the rules and regulations of all authorities having jurisdiction over construction of the Project shall apply to the Contract throughout, and they are deemed to be included in the Contract the same as though herein written in full.
Susquehanna Regional Transportation Authority | SRTA will not be liable for any costs incurred in the preparation of the bids or for attendance at the pre-bid conference.
All bids and contracts are subject to a financial assistance contract between SRTA and the Pennsylvania Department of Transportation.
The successful bidder will be required to comply with all applicable Non-Discrimination and Non-Collusion laws and regulations to certify that they are not on the Comptrollers General’s list of ineligible contractors or are federally disbarred.
Susquehanna Regional Transportation Authority | SRTA operates in a non-discriminatory manner in employment, service, and contractual agreements.
The bidder agrees that bids will be valid for at least a ninety (90) day period from the date the bids are opened. Susquehanna Regional Transportation Authority | SRTA reserves the right to reject any or all bids and to waive any or all irregularities, mistakes, omissions, or informalities relative thereto.
Bidder shall submit all questions about the meaning or intent of the Bidding Documents via the “Messages/Vendor Discussions” feature in PennBid no later than 12:00 pm October 24, 2025.
