JOB SUMMARY:
Manages and coaches dispatchers and drivers to ensure a team environment that delivers superior service. Directs and implements operational strategies and objectives to ensure the achievement of the organization’s goals by focusing on quality service, efficiency, and implementation of new marketing strategies. Builds Organization’ employment image by practicing good employee relations and ensuring policies/ procedures are enforced consistently and legally.
REPORTING RELATIONSHIP:
This position reports to the Executive Director. This position receives broad guidelines and sets priorities for self and staff.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

Achieves the Authority's mission by establishing objectives and priorities for the operation’s function that are aligned with the mission; gaining insight and suggestions of operations from subordinates, staff and other stakeholders; initiating, coordinating, and enforcing new strategic initiatives; and monitoring, analyzing and recommending changes to the top executive team.

Serves the customer by establishing operating policies and procedures that promote quality service, on-time schedules, ensure safety, etc. Follows up on customer complaints that are related to operating policies, driver conduct, and/or injury/damage, etc.

Meets market needs and operating efficiency by planning staffing needs; ensuring proper scheduling, monitoring overtime, monitoring and evaluating daily transportation operations, and evaluating bus routes/schedules and recommending changes. Prepares and monitors dispatchers schedules and monitors bus assignments to ensure they are consistent with CBA and policy. Ensures bid picks are completed according to CBA and policy.

Ensures dispatchers carry out tasks and mission by providing leadership, coaching, team building, and problem resolution.

Contributes to acquiring a complete staff by conducting applicant and promotion interviews, and making selection recommendations to HR Manager.

Accomplishes staff results by communicating job expectations; appraising job results; ensuring salary staff’s performance evaluations are tied to established goals; coaching, counseling, and disciplining all transportation staff; and enforcing consistency, policies and procedures. Monitors daily operations of dispatch and bus operator positions. Communicates with labor and union officials to answer questions, clarify CBA issues, and investigate work rule or CBA violations. Resolves first step of disciplinary procedure for operators according to CBA and policies. Prepares subsequent disciplinary grievances and arbitrations involving CBA with HR and counsel as necessary. Monitors employee time and attendance information.

Ensures good employees relations and legal compliance by listening for input from others; seeking mutual understanding on problems involving collaboration, keeping subordinates advised of critical issues, applying consistent treatment, giving constructive feedback, and treating employees with respect.

Ensures safe workforce and protection of assets by directing the organizations safety initiatives to ensure the Authority is in compliance with safety regulations, coordinating employee driving and safety training programs, accident investigation and prevention is addressed. Investigates and manages all vehicle accident and reporting procedures. Completes worker’s compensation investigation and reporting procedures.

Ensures transportation availability by planning, managing and forecasting capital expenditure budget and preventive maintenance/repair program with Executive Director, Procurement Manager, and Maintenance Manager.

Achieves organization's financial goals by developing monitoring and enforcing budgets, keeping overtime within budget, evaluating costs, making recommendations and initiating corrective actions. Assists finance in ensuring accurate rider reports to support grants.

Preserves historical reference by establishing and maintaining a record-keeping system, documenting procedures and decisions, maintaining required documentation, and ensuring delivery of documents as necessary. Compiles and maintains a procedure system and organized office to ensure continuity of position.

Maintains trust, confidence and protects the organization by keeping information confidential and disclosing only on a need to know basis; ensuring high ethical standards for self and staff; and upholding the organization’s reputation in the community.

Prepares reports by collecting, analyzing, and summarizing information and trends.

Ensures communication by reviewing critical incidents, exceptions to policy and/or goal achievement with Executive Director.

Maintains cooperative relationship with coworkers and management by communicating necessary information, responding to requests, building rapport; and participating in problem solving methods.

Maintains professional and technical knowledge by attending educational classes/workshops; reviewing professional publications; establishing personal networks; and participating in relevant professional societies.
Additional Tasks:
Contributes to YCTA team effort by performing other assigned duties as needed.
JOB REQUIREMENTS:

Essential knowledge, skills, abilities and experience:

BS degree

Five to seven years experience in operations management.

Ability to understand transit systems operations and service area.

Knowledge of training and safety programs

Knowledge of vehicle scheduling systems.

Basic math skills.

Ability to be curious and learn from asking questions and listening to others.

Demonstrated ability to lead and manage staff.
-
Strong computer and Microsoft applications software proficiency.

Good working knowledge of English, grammar, punctuation, spelling, style, etc. with the ability to read and write reports, policies, and procedures.

Ability to analyze and understand the nature of the business; how initiatives will impact the strategic plan, financial resources, and human resources.

Ability to visualize creative initiatives and make recommendations to ensure optimal resource use, minimize total costs, and maximize value to the customer.

Ability to communicate one-on-one and with small groups, to facilitate meetings, to listen actively, to persuade others to accept recommendations, and negotiate contracts.

Ability to solve problems and deal with a variety of changing situations in a timely manner.

CERTIFICATES AND LICENSES REQUIRED:
Must possess valid motor vehicle operator’s license that is not under suspension or revocation and possess current automobile insurance coverage. Must have a current CDL License and operate all Authority equipment as needed in emergencies.

Individual may need to sit or stand as needed and may be required to walk, primarily on a level surface, for periodic periods through out the day. Reaching above shoulder heights or below the waist; climb stairs; balance; stoop, kneel, crouch and/or crawl; talk and hear. The employee must occasionally lift and/or move up to 25 pounds - proper lifting techniques required. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

For the most part ambient room temperatures, lighting and traditional office equipment as found in a typical office environment.
SAFETY:
Position requires that employee conducts all tasks in a safe and efficient manner complying with all local, state and federal safety and health regulations, programmatic standards, and with any special safety concerns identified by YCTA for use in a particular area or with a client. The employee must identify and familiarize himself/herself with the Safety and Security Plan and with specific safety and security requirements for his/her working area.
