Title: MAINTENANCE TECHNICIAN CLASS (B)
Reports To: MAINTENANCE MANAGER
FLSA Status: NON-EXEMPT
JOB SUMMARY:
The mechanic is responsible for performing general servicing, preventative maintenance, diagnosing and troubleshooting, evaluating cost of equipment repair, and performing both minor and major repairs to maintain all fleet vehicles in good working order. Position also requires working along with other mechanics in major repairs and overhauls. Also performs state safety inspections as required by Penn DOT and ensures YCTA is in compliance with state and federal regulations. Mechanic provides functional training and assistance to employees in lower level classifications. Receives complaints and requests for equipment service and makes evaluations; makes road calls to service disabled vehicles; and coordinates and prioritizes Authority work orders with other class Technicians and the Operations Department as directed by management. Maintains a safe and organized environment; completes all necessary record-keeping and report preparation. Performs other duties as assigned. Basis of classification will be on panel interview and skills testing.
REPORTING RELATIONSHIP:
This position reports to the Maintenance Manager. This position receives training, performs duties with little supervision and works within general guidelines. May coordinate and prioritize work for lower class technicians as directed by management.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

Prepares for daily assignments by reviewing work orders, determining operations priorities, and coordinating and prioritizing work for lower class technicians as directed by class A Technician and management.

Complies with safety policies and regulations by raising vehicles using jacks, hoist stands, or other available equipment, using a variety of hand and power tools common to the trade, using proper safety procedures, wearing personal protective equipment and complying with safety policies and procedures. Completes all safety training as required.

Ensures that Authority vehicles are safe and in compliance with state and federal regulation as well as YCTA policies and procedures by performing preventative maintenance inspections using checklists and performing PA state inspections. Removes vehicles from service when necessary. Performs, but not limited to, greasing, lubrication, inspection and repair of all interior and exterior lights, doors and mirrors.

Ensures timely repair of vehicles by independently diagnosing and repairing most all vehicle system and sub-system components to include but not limited to, engines, drive train, brakes, suspension and steering, electrical/electronic systems, heating ventilation and A/C as per ASE certification specifications. Completes all certifications to work on all Authority fleet vehicles regardless of their type, fuel or component systems and sub-systems as soon as training is made available to them. Completes training for any newly introduced technologies or components.

Contains costs by evaluating and estimating cost of equipment repair to determine whether to repair in-house, send out for repairs or recommend other actions. Conserves resources by using equipment and supplies as needed to accomplish job results.

Controls downtime of vehicles by receiving complaints and requests for equipment service, makes evaluations, makes service road calls to troubleshoot problems and make minor on-site repairs and, as required, makes arrangements to tow disabled vehicle back to shop for repair. Completes road testing of vehicles as required. Keeps operations informed of maintenance status.

Conserves resources by using equipment and supplies as need to accomplish job results. Performs all building system, parts and tool repairs. Fabricates hoses for Authority’s A/C and hydraulic systems.

Provides maintenance information by answering questions and requests.

Preserves written reference and complies with regulations and policies by completing all required record-keeping and report preparation timely and accurately.

Maintains a clean and safe work area by clearing floors and work surfaces of trash and debris, returning working materials and equipment to proper storage, and cleaning up spills.

Ensures knowledge and skills of technicians by providing training and assistance to other employees in areas such as, but not limited to, preventive maintenance, diagnosis and repair skills, and safety compliance.

Maintains high ethical standards by ensuring compliance with safety and required checklists and regulations.

Performs all duties of lower class maintenance employees. Performs vehicle and facility cleaning as needed. Performs other duties as assigned.

Maintains technical knowledge/skills by attending educational workshops; reviewing and interpreting service and instruction manuals, completing all certifications/recertification to work on all Authority fleet vehicles regardless of their type, fuel or component systems and sub-systems as soon as training is made available. Also completes all training for any newly introduced technologies or components. Failure to participate or successfully complete certification/training programs may jeopardize classification rank.

Essential knowledge, skills, abilities and experience:

High School degree or equivalent

Four years of full time experience as a maintenance technician diagnosing malfunctions, and repairing heavy-duty vehicles. Up to one year of the required experience may be substituted by successful completion of vocational education.

Knowledge of vehicle maintenance and repair principles, procedures, methods and techniques

Knowledge of equipment and specialized tools

Knowledge of heavy-duty vehicle preventive maintenance.

Knowledge of equipment repair cost estimation

Knowledge of Federal Motor Carrier Safety Regulations

Ability to train others in maintenance technician job tasks

Ability to diagnose and repair heavy duty vehicles; demonstrated problem solving skills and complete assignments

Ability to work independently and with other mechanics as job task requires

Ability to interact courteously and effectively with a diverse staff and foster positive work environment

Ability to work variable shifts and to work overtime as required to be able to meet YCTA goals and objectives.

Ability to follow and communicate both verbally and written in English. Ability to read and interpret service and instruction manuals.

Ability to adhere to DOT and FTA regulations concerning operation of YCTA vehicles, adhere to local traffic regulations, and adherence to safety sensitive position.

Ability to use and operate proficiently a computer database application.

Must possess own hand tools

Ability to complete record-keeping and written reports.

Knowledge of safe practices and the ability to safely operate fleet vehicles and maintenance equipment.
PHYSICALS, CERTIFICATES AND LICENSES REQUIRED:
-
Possession of a valid PA CDL with Air Brake and Passenger endorsements, DOT physical
-
Negative drug testing subject to random alcohol and drug testing
-
ASE certification in H2 Diesel Engines, H3 Drive Train, H4 Brakes, H5 suspension and Steering, H6 Electrical/Electronic Systems, H7 Heating, Ventilation, and A/C. Must complete a minimum of four (4) certifications.

Valid Pennsylvania State Motor Vehicle Inspection License

Must possess AC 608 and 609 certification
-
Must possess Fare Box certification
PHYSICAL/MENTAL DEMANDS AND WORK ENVIRONMENT:
The employee performs the duties of this position in predominantly a shop environment.

Individual physical activities include by are not limited to, walking, sitting, standing, reaching above shoulder heights or below the waist; climb stairs; balance; stoop, kneel, crouch and/or crawl. Requires effective hand-to-eye coordination, manual dexterity, and ability to grasp with both hands, twist both wrists, and use both arms to push, pull, hold, and carry items. Ability to work in cramped areas or work in awkward body positions. Requires mechanical aptitude and the ability to recognize mechanical problems by sight and sound. The employee must occasionally lift and/or move up to 50 pounds - proper lifting techniques required. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

Work is performed outdoors, in a shop environment, and/or on the street, exposed to normal conditions of a fleet maintenance work environment. Individual is exposed chemicals and fumes. Exposed to hot, cold, wet and /or humid conditions and high noise levels.

Must be able to work under pressure to complete job tasks to return vehicle to service as soon as possible without sacrificing accuracy and safety.

Position requires that employee conducts all tasks in a safe and efficient manner complying with all local, state and federal safety and health regulations, programmatic standards, and with any special safety concerns identified by YCTA for use in a particular area or with a client. The employee must identify and familiarize himself/herself with the Safety and Security Plan and with specific safety and security requirements for his/her working area.
