ASSISTANT OPERATIONS MANAGER (SUPERVISOR) Posted May 5, 2008
Objective of Position: This position assumes a very high profile in organization with extensive exposure to other departments, customers, Board of Directors and the general public. The position’s primary areas of focus are: “Service delivery; system safety and security; employee recruitment and retention; employee advocacy; training; and personnel policies and procedures. This position is directly responsible for the daily activities of operations, therefore, requires refined leadership ability in order to advance various human resource and safety-related objectives.
Qualifications: Bachelor’s degree in business, personnel management or related field; five or more years of progressively responsible job experience in a public or private service enterprise (experience may be substituted for education on a year-for-year basis); experience in a union and non-union labor environment; ability to obtain a Pennsylvania Class B Commercial Driver’s License with Passenger and Air Brake endorsements; experience in public speaking; experience in the development and execution of training plans; excellent verbal and writing skills; computer experience required, particularly with word processing, spreadsheets, graphic presentation and desktop publishing; experience developing and administering departmental and/or project budgets; understanding of general public transportation services, including both fixed route and demand responsive services; outgoing and empathetic personality; ability to manage multiple projects and priorities and work well under tight deadlines.
Supervisory Responsibilities: Responsible for the daily direction, coordination and evaluation of operation staff. Responsible for recruitment, screening, hiring and training of vehicle operators. Requires refined leadership capabilities to lead safety and employee development initiatives across department lines.
Essential Duties and Responsibilities:
Safety and Security Advocates and directs overall efforts to improve employee, customer and property safety and security. Identifies and assesses system risks associated with services, employees, customers, property and environment; leads effort to manage and control risks. Identifies and advocates safety improvements in the design and purchase of vehicles, equipment and facilities. Investigates and analyzes individual accidents and incidents; monitors overall trends and initiates intervention and reduction strategies. Maintains and updates System Safety and Security Plan and monitors corporate compliance with same. Stays on top of national trends in safety and security and adapts to rabbittransit environment. Works closely with local law enforcement and emergency response organizations to improve system and community safety and security.
Recruitment and Retention Works with department manager to update job descriptions. Recruits, screens and hires all vehicle operators. Develops and administers exit interview process. Assesses trends and reports to management. Coordinates development of employee performance evaluation tools and works with managers to assure timely completion of annual assessments. Develops and administers and updates the Authority’s Equal Employment Opportunity/Affirmative Action plan. Completes periodic regulatory agency reports on same. Assures that full utilization of all available labor pools is exploited.
Training Participates in design and delivery of new employee orientation program and materials for all employees. Participates in design and delivery of Vehicle Operator Training programs, both to new employees and current employees in an in-service format. Works with department managers to identify training needs and designs programs to meet same. Coordinates the work of outside training vendors. Develops, schedules, implements and documents in-service training programs, including updates to training certification matrixes.
Policies and Procedures Creates, maintains and updates employee performance evaluation materials and monitors completion of same by appropriate manager. Generates quarterly, semi-annual and annual reports on equal employment opportunity utilization and goal tracking.
General Provides daily leadership in the Operations Department. Acts as primary supervisor to the Operations Supervisors. Works closely with the Operations Manager. Acts as a member of the Senior Management Team in decision making on a corporate level. Attends all Board of Directors meetings and reports to Board on Human Resource, Operational and Safety/Security related activities. Represents rabbittransit to various community groups.
Physical Demands: Individual may need to sit or stand as needed and may be required to walk, primarily on a level surface, for periodic periods throughout the day. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
Salary range of $38,000 to $44,000, based on experience.

Main responsibilities: handling customer questions, taking computer trip reservations, selling passes and merchandise, and answering phones. Other duties include assisting with company events and helping with special projects.
Position is full-time with excellent benefits package. Hours: 10:45a.m. - 7:15p.m. M-F and one Saturday per month, 8:00a.m. - 4:00p.m. Starting hourly rate is $8.85 per hour.

DISPATCHER Posted May 5, 2008
Qualifications: A High School Diploma or equivalent and a knowledge of the rabbittransit system and service area is required. Must hold and maintain a class "B" Commercial Drivers License (CDL) with a passenger endorsement and air brake restriction lifted, and, maintain a current DOT medical certification. Should have two (2) or more years experience operating public transit equipment in a fixed route and/or demand responsive environment. Some knowledge of vehicle maintenance as well as two-way radio operation desired. Candidates must be capable of motivating Operator workforce, must have a pleasant telephone demeanor, be personable and calm under pressure, and be able to prioritize tasks. Some experience and familiarity with computers and common applications is desired. Above average communication skills - reading and writing.
Basic Responsibilities: Assist in maintaining the safe, reliable and on-time performance of rabbittransit's fixed route and specialized transit systems. Support Operations Supervisors in daily routine of schedules and operators. Respond proactively to problems and inquiries from operators and the general public as they arise.
Position Responsibilities: Specific responsibilities in this position are generally divisible into two primary categories: Dispatching and Support. In addition, any other duties as directed by the Service Quality Coordinator. This position is Safety Sensitive. Must be proficient in, and uphold: YCTA's Substance Abuse Policy, Collective Bargaining Agreement and Authority Policies.
Dispatching:

Monitor vehicle movement via. two-way radio contact, schedules, manifest, and/or other means.

Coordinate fixed route and specialized service operations.

Initiate and assist with corrective action to maintain vehicle schedule adherence when service becomes disrupted.

Answer information calls about service and communicate customer cancellations and other schedule changes to all operators as well as Customer Service persons.

Assist in the daily preparation of driver assignment sheets and any other paperwork as needed.

Prepare clipboards for following days' service.

Enter, review and maintain accurate daily radio log entries: accidents, overloads, delays, disruptions in service or any other unusual events.

Enter full-time operators payroll.

Report Operator performance problems to the Operations Supervisor.

Communicate all necessary information to operators regarding changes in routes or services.
Support:

Provide input in the development of periodic run bid for both full-time and part-time operators.

Assist with investigation of consumer reports, including in-person and phone follow through.

Periodic updates of operator qualifications and training on specialized service.

Identify Operators who perform above expectations for commendations.

Uphold and enforce all Substance Abuse Policy regulations, Collective Bargaining Agreement provisions and YCTA Policies.

Assist Operations in the assessment and collection of passenger information: Surveys, Etc.

CLASS A MECHANIC Posted May 5, 2008
Qualifications: High School Diploma or equivalent. Must have Pennsylvania Class B Commercial Drivers License and Pennsylvania State Motor Vehicle Inspection License. The ability to work independently and solve problems creatively is required.
Basic Responsibilities: Performs duties related to major running repairs of Authority vehicles. Mechanics are fully qualified in all systems and accessories and are completely capable of repairing, maintaining and rebuilding all parts of Authority vehicles. Must be able to work independently. This position will assist the maintenance manager with training and technical support for the B, C, and D maintenance positions.
Position Responsibilities:

Diagnosis, repair or rebuilding and overall maintenance of:
a. Engines, transmissions and drive train;
b. Brake, suspension and steering systems;
c. Electrical and electronic systems and accessories;
d. HVAC systems;

Preventative maintenance and state inspections.

Ability to diagnose and repair all system and sub-system components.

Performs all necessary record-keeping and report preparation.

All normal maintenance functions on Authority vehicles.

Will successfully complete all certifications work on all Authority fleet vehicles regardless of their type, fuel or component systems and sub-systems as soon as training is made available to them and completed for any newly introduced technologies or components.

Working Conditions: Work in all temperature extremes is required - indoor and outdoor. Work shifts are on a bid system and may involve either first, second or third shift.
