Notice for Public Transportation Service Changes

The York Adams Transportation Authority, dba rabbittransit, announces its intent to make service changes to its Fixed Route Service and rabbitEXPRESS Service and is now offering an opportunity for public comment. 

Proposed service change details are available below or at the rabbittransit Transfer Center, 213 W. King Street, York, PA.

Proposed fixed route and express service changes include:

  • Hanover Routes: 16, 21, 22
  • Manchester Routes: 14N, 18N, 19N
  • South York Route: 7S
  • rabbitEXPRESS: 15N

If the proposed changes are approved, the service changes would be effective on June 9, 2013.

Route 7S:

Route 14N: 

  • The 14N Monday-Friday Evening schedule has become the new 18N schedule. Please refer to the 18N schedule and map.
  • The 14N Saturday schedule and routing remains the same.


Route 15N rabbitEXPRESS:


Route 16:

  • Changes to routing including a change for improved access into the Penn Township Industrial Park. 
  • Additional early trips between employment areas of Kindig Lane/High Street in the morning serving the known employment locations and shift times.
  • Maintains the same number of trips between York and Hanover although the morning trips occur one-half hour earlier. 
  • Time connections for transfers to and from the new Hanover routes are maintained.

Route 18N/19N: Early Morning Schedule & Last Trip

  • This schedule is for two early morning trips that follow different routing through the downtown York area as well as the last trip on weekdays.

Route 18N/19N: Morning/Afternoon/Evening

  • Trips begin earlier in the morning to accommodate shift times, essentially moving travel times earlier in the day for known employment shifts.
  • Service area is nearly identical to the current with a small extension along Expresso Way for businesses in that area.
  • All trips in the morning block follow a Route 19N routing (outbound on Susquehanna Trail & inbound on George Street) and departures are every half-hour allowing greater flexibility for the variety of shifts.
  • All trips in the afternoon and evening follow a Route 18N routing (outbound on George St & inbound on Susquehanna Trail) and again depart every half-hour.
  • Inbound trips that arrive at the York City Industrial Park, for a fifty-minutes after-the-hour departure, also connect to the Route 2N at the Crossroads allowing timed transfers to downtown York.
  • The last two afternoon trips are eliminated due to low ridership.
  • Evening service (formerly Route 14N) remains the same although designated as "18N".

Route 20N & Route 20S:

  • Current Hanover Routes 21 and 22 are combined into several different routes known as Route 20N, Route 20S and Route 22N.
  • Route 20N includes all of the current service area north of downtown Hanover with the addition of trips to the Industrial Park areas to the west of Hanover along High Street and Kindig Lane; the Penn Township Industrial Park to the east giving access to employment related trips as well as the inclusion of additional retail areas along the northern border.
  • Route 20S is confined to the Baltimore St. Corridor and extends south as far as the new Wal-Mart.
  • The realignment of the north and south routes eliminates the current service to Frederick Street/Homewood Village (currently on the 21B Route) and the segment of the current Route 22B along Blooming Grove and Grandview Roads. Neither of these segments generates significant ridership to sustain service.

Route 22N:

  • Route 22N includes all of the current service area north of downtown Hanover with the addition of trips through the Penn Township Industrial Park along Moul Street and Middle Street as opposed to Broadway.
